Darkwing was obviously a parody of Batman, but his costume reminds me more of pulp magazine heroes like the Shadow and the Spider.
The cover of Batman #227 was itself an homage to Detective Comics #31. BTW, the cover of Darkwing Duck #14 (2011) was a parody of Batman #194 (1967). And Batman: Gotham Adventures #13 and Donald Duck Adventures #11 (1991) both parodied Mad #1.
